Profile
Shimal Kapoor is a law and public policy professional with nearly a decade of experience working at the intersection of governance, regulation, and technology.
She began her career as a LAMP Fellow in the Indian Parliament and later served as a Judicial Clerk at the Supreme Court of India, before contributing to governance projects at the World Bank during her Master in Public Policy at the Harvard Kennedy School. Since her masters, Shimal has worked on public policy engagements for leading technology companies, including Meta, focusing on privacy, content regulation, online safety, telecom laws, AI governance, and digital competition.
In addition to her expertise in technology regulation, she has advised across diverse sectors such as food safety, pharmaceuticals, and public procurement. Her current interests continue to explore how law and policy can foster innovation while safeguarding democratic values and societal welfare.
Research Interests
Regulation of AI, tech governance models that balance innovation with democratic values, and the societal impacts of automated decision-making.
