The Chair on Consumer Law and Practice at NLSIU Bengaluru conducted a study examining the market consequences of the 2022–23 relaxation of standard pack size requirements for edible oils under the Legal Metrology (Packaged Commodities) Rules, 2011.

Drawing on an empirical survey of consumers and retailers, a comparative review of legal metrology regimes in the EU, UK, USA and ASEAN and an analysis of competition and consumer protection law, the study found that de-standardisation had led to a proliferation of irregular pack sizes, widespread consumer confusion and impaired price comparability. Both consumers and industry associations favoured a return to standardised sizes.

The Chair is glad to note that the Department of Consumer Affairs, Government of India, in its amended Standard Operating Procedure for edible oils announced on 6 June 2026, has prescribed standard pack sizes and mandated declaration of equivalent weight alongside volume, incorporating the study’s central recommendation.
