NLSIU Hosts International Training Programme on “Energy Security: Law and Policy” for Legal Professionals from Bhutan

The National Law School of India University (NLSIU), through its Centre for Environmental Law, Education, Research and Advocacy (CEERA) and the Professional and Continuing Education (PACE) Department, conducted a five-day international technical training programme on “Energy Security: Law and Policy” from 17–21 June 2026 in association with the Department of Energy, Ministry of Energy and Natural Resources, Royal Government of Bhutan.

The programme brought together a distinguished delegation of legal and policy professionals from Bhutan representing key public institutions and energy-sector organisations. Participants included officials from the Ministry of Energy and Natural Resources, Bhutan Power Corporation Limited, the Ministry of Finance, the Alternative Dispute Resolution Secretariat, the Centre Legal Service Division, and the Jigme Singye Wangchuck School of Law. The delegation comprised senior officials, including the Secretary General, Chief Legal Officer, Legal Officers, and junior faculty members engaged in legal education and public policy.

The training programme was designed to strengthen participants’ understanding of the legal, regulatory, and policy dimensions of energy security in an evolving global landscape. Through expert-led sessions, participants examined various contemporary issues like:

  • Energy law and governance
  • Energy transition
  • Climate change and energy security
  • International energy markets
  • Energy disputes
  • Public policy in hydrocarbons
  • Nuclear energy
  • Electricity regulation
  • Consumer rights
  • Renewable energy governance
  • Energy credit markets,
  • Environmental, social and governance (ESG) frameworks
  • Energy conservation

The programme featured eminent academics, legal practitioners, industry experts, and policy professionals from leading institutions across India. Sessions were led by Prof. (Dr.) Sairam Bhat, Professor (Law), NLSIU, alongside experts from reputed educational institutions, and practising advocates specialising in energy and regulatory law.

The initiative reflects NLSIU’s continued commitment to fostering international academic collaboration and capacity-building in emerging areas of law and public policy. By creating a platform for knowledge exchange between India and Bhutan, the programme contributed to strengthening institutional understanding of energy governance challenges and opportunities in the South Asian region. The successful completion of the programme marks another milestone in NLSIU’s efforts to advance professional education and support evidence-based policymaking through interdisciplinary engagement and international partnerships.
