Reforms in the Military Justice System in India Project

The Institute of Military Law (IML), New Delhi, under the supervision of the Army Training Command (ARTRAC), Indian Army, invited bids for a research study on “Reforms in the Military Justice System”. The open call for proposal emphasised the need for the existing military legal framework to adapt itself to address evolving nature of warfare, changing socio-economic and human resource dynamics and technological advancements so that the armed forces can ensure fairness, efficiency and operational effectiveness while upholding the rule of law.

NLSIU was selected through an open bidding process and will undertake the research study over the next 6-8 months starting October 2025.

Project Description

The project aims to assess and review the existing military justice system in India and identify scope for reforms. To this broad end, the study will review the legal framework governing the military justice system in India, evaluate the effectiveness of internal disciplinary procedures, assess the integration of technology and explore the use of alternate dispute resolution mechanisms for military justice. The project will further draw lessons from best practices in global military justice systems.

Key activities/components

The main activity of the project is to undertake a comprehensive to review the existing military justice regime in India, review its effectiveness, analyse best practices in other domains of law as well as jurisdictions, recommend improvements and changes. NLSIU will submit a detailed report with policy and legal recommendations to IML.

Duration

NLSIU and IML signed the agreement on October 17, 2025. The project is for six months from the date that IML provides the data required for the study.
