I. (a) Admission
The Post graduate & Doctoral Council constituted by the Vice-Chancellor from time to time shall be in charge of the administration of the Ph.D. programme.
I. (b) Advertisement
The university will on the advice of the P.G. Council, issue an advertisement every year inviting applications from candidates seeking admission for the Research Degree Programmes. The maximum seats available during a particular year will be determined by the P.G. Council.
The Candidate shall have an LL.M. Degree (regular mode) from recognized University securing an aggregate of 55% marks or its equivalent grade (50% of marks or its equivalent grade in case of SC/ST/SAP).
a) Ph.D. admission shall be for both full-time and part-time.
1. Full-time: Ordinarily the enrolment for the Ph.D. Degree Programme shall be full-time. The candidate shall put in a minimum of two-year residence in the University, including the course work. Total time spent on research in the University including time spent for research at any other place with the permission of the supervisor shall be minimum three years, including the course work.
2. Part-time: A part-time candidate shall put in a minimum of Four years of part-time study in the University including time spent for research at any other place with the permission of the Supervisor. Provided that the part-time candidate shall put in residence in the University for course work of at least a total period of Nine months spread over the four-year period.
b) Maximum period: The maximum duration of the Ph.D progrmmes, both full-time and part-time shall be six years.
c) Failure to complete the course within the maximum period of six years, will automatically result in cancellation of registration.
a) Application along with the research proposal of about 10 pages to be submitted within the stipulated time
b) The research proposal should contain:
ii) Statement of the problem and the background information on the subject
iii) A set of research questions along with Hypothesis & Methodology
iv) A Research Design
c) The research proposal for inter-disciplinary research shall have components which have a bearing on legal aspects.
d) The research proposal for Public Policy should have relevant components for a Ph.D. in Public Policy.
2) Admission Test
There shall be a written test. The test shall consist of the following:
a) Objective type questions on Research Aptitude – 50 marks
b) Contemporary developments in the field of law and society –50 marks
c) Specific questions in Law /MBL/Public Policy/other disciplines – 50 marks
Candidate securing not less than 50% marks on the aggregate will qualify for making an oral presentation before the panel of experts on the date specified by the University.
A separate Admission Test shall be conducted to the candidates who have qualified for UGC NET / JRF, SLET, M.PHIL and Foreign Nationals.
a) The successful candidates in written test shall be required to make an oral presentation before a panel of expert on the dates specified by the University.
b) Simply passing in the Admission Test will not entitle the candidate for admission, unless his candidature is approved by the panel of experts and other regulations are satisfied.
c) In deserving cases, the expert panel may recommend the second opportunity to make the oral presentation within a period of 20 days.
d) However, if the expert panel finds the candidate unsuitable even after the second presentation, the said candidate will be considered as having failed in the selection process and the candidate may be informed accordingly.
V. Selection Process
(a) The candidate will be selected by the P.G. Council upon consideration of the research proposal and the report submitted by the expert panel on the oral presentation.
(b) The list of selected candidates as above shall be displayed on the NLSIU website.
c) The candidate secures admission only on payment of requisite fee as notified by the University within the stipulated period, failing which the selection will be cancelled.
d) A candidate who has failed once may apply afresh during the next academic year, and the same procedure mentioned above shall be followed.
e) A candidate who has failed in a second attempt shall not be eligible for any further attempts to seek admission to the Ph.D. programme in NLSIU.
After the candidate gets admitted to Ph.D Programme, the P.G Council depending on the subject specialization and number of candidates per faculty choosen for conducting research, Supervisors are assigned. The Supervisors can be regular Professors, Associate Professors, Assistant Professors. There shall be a Research Advisory Committee for each Ph.D. candidate consisting of Supervisor and two members. The Research Supervisor of the candidate shall be the Convener of this Committee. This Committee shall review the research proposal and finalize the topic of research; guide the research scholar to develop the study design and methodology of research and identify the course(s) that he/she may have to do. periodically review and assist in the progress of the research work of the research scholar, evaluate the progress report submitted by the candidate once in six months.
a) The University will offer a course work of three months duration for all the scholars, which is compulsory during the initial trimester. This programme will focus on equipping the scholar to carry out research in an effective manner. There will be training sessions relating to research questions, hypothesis, research methodology, literature review, use of computer applications etc.
b) At the end of the three months programme, the scholars have to obtain a minimum of 55% or B+ grade in the course work in order to be eligible to continue in the programme.
1. Research Methodology and Computer Applications [4Cr.] 100 marks
2. Review of Literature [4cr.] 100 Marks
3. Fine tuning of the research proposal and Submitting a revised proposal [4Cr.] 100 Marks
4. Research and Publication Ethics [RPE] [2 Cr.] 100 Marks
The above evaluation will include an oral presentation before the supervisor and an expert, who may make suggestions to the scholar for further improvement to be incorporated in the first progress report.
(c) Scholars failing to secure B+ grade in the course work may be provided an opportunity to reappear within three months of the publication of results.
Failure after the first attempt will lead to cancellation of registration of the Ph.D. programme. No refund of fee will be made.
(d) In addition to the course work of three months as mentioned above, the scholar is also required to satisfy the minimum requirement of six months (two trimesters) either by offering a seminar course (subject to the approval of the course) / by assisting the supervisor/ an assigned faculty member in teaching work / research assistance in the thrust area of which is relevant to the broad field of research of the scholar. This second and third three months (two trimesters) must be satisfied at any time during the course of three/four years prescribed for completion of the course.
(e) The Course work as specified in VIII (d) shall carry 4+4 credits and shall be assessed for 200 marks by the course teacher. University does not guarantee providing accommodation on the Campus.
Progress Report Submission & Presentation
There will be two progress reports before a draft thesis is submitted. If particular progress report is not satisfactory the candidate may be asked to resubmit the same. All such presentations shall be ordinarily made before a committee consisting of the Supervisor and two experts identified by the P.G. Council. All progress reports shall be submitted to the examination department, which will transmit the report to the supervisor and fix a date for oral presentation.
First Progress report
(a) The first progress report shall be submitted to the examination department in writing within three months from the date of successful completion of the course work. The candidate may prepare the progress report in consultation with the supervisor before doing so.
(b) The first oral presentation shall be made within one month of the date of written submission. It would require the scholar to detail out the problem identified for research, indicate the research outline, identify and firm up research questions and hypothesis, if any, proposed methodological approach and survey of literature.
(c) If the scholar’s work report and oral presentation are not satisfactory, a second chance may be provided for improvement within a further period of three months from the date of the first oral presentation. The scholar may consult his/her supervisor and take guidance before submitting the improved written report to the examination department.
(d) The examination department shall transmit the reworked progress report with the supervisor and fix a date for oral presentation.
(e) Only a scholar who has satisfactorily completed the First Presentation will be permitted to submit the second progress report and the presentation thereof.
After the first presentation, based on the suggestions made by the experts, the scholar may modify the title, if needed, without changing the subject.
Second Progress report
(a) On completion of six months after the first presentation, the scholar is required to submit a report of the research work to the examination department. This second progress report would explain and analyse the progress made by the scholar. The same will be sent to the supervisor and the scholar will interact with the supervisor to review progress and receive suggestions.
(b) The second oral presentation shall be within one month from the date on which the second written submission is made to the examination department. The suggestions/ comments made by the experts will be furnished to the scholar by the supervisor.
(c) The same procedure as laid down for the first progress report and presentation is applicable to second progress report and presentation also.
The first two presentations are meant to evaluate the progress made by the scholar and to give suggestions for further improvement of research work. The examination department will fix the date in such manner that the written report of progress is available to the supervisor and the invited expert at least 7 days before the date of presentation.
If either of the first two presentations is not satisfactory the scholar may be given a repeat chance for such presentation within three months of the said unsatisfactory presentation.
The candidate may then submit his/her final draft thesis to the supervisor who will subject the said draft to an appropriate plagiarism test. If the extent of ‘plagiarism’ is less than 20% and if the said lacuna can be corrected by duly acknowledging the source of textual material used through appropriate footnoting, the correction will be allowed before the supervisor approves the final draft.
If however the said plagiarism is more than the 20% limit mentioned above the supervisor may reject the final draft thesis and decline the third and final presentation. The same shall be reported to the P.G Council for its appropriate decision, which may include de-registration of the candidate.
If the supervisor finds that the candidate has cleared the plagiarism test and also finds the candidate has made satisfactory progress otherwise he/she may recommend that the candidate is fit to move into the third and final presentation.
Third and final presentation
(a) The final draft shall be submitted to the examination department within three months from the date of completion of three years. In case of necessity, based upon the valid ground, the extension of not exceeding three years may be granted. The total period shall not exceed six years.
The scholar shall submit a soft copy as well as four hard copies to the Examination Department. The Examination department will subject the full text to a plagiarism test and send the report to the Supervisor and the scholar concerned about the same.
(b) If the plagiarism test reveals a level of plagiarism higher than 20%, the Supervisor may reject the draft thesis and make a report of the same to the P.G. Council and recommend cancellation of registration. The P.G. Council will take an appropriate decision after due hearing. A scholar so disqualified shall never be re-admitted to a Ph.D. programme of the NLSIU.
(c) If the plagiarism test reveals a level which is below 20% the supervisor will help the scholar to revisit the draft thesis, make necessary corrections after which the supervisor may re-examine the final draft and if the same is found to be in a suitable condition to be evaluated, he may endorse the draft and the scholar will be asked to furnish five copies of the draft thesis to the examination department.
(d) If the minimum standards are not complied with the supervisor may give another three months for adequate compliance of all requirements, unless the candidate is already disqualified for plagiarism as above.
(e) Once the final draft is approved for due processing and endorsed by the supervisor the final presentation shall take place within two months from the date on which the said five copies are submitted to the examination department. There shall be at least three external experts on the panel to evaluate the final presentation of the draft thesis. The experts will be furnished with a copy of the draft thesis at least fifteen days before the date of final presentation. Comments and suggestions may be made by the experts at the time of oral presentation.
(f) After incorporating the recommendations made by the external experts, the final thesis may be submitted with due certification by the Supervisor within a period of two months in the format prescribed by the University.
The Ph.D. Scholars must publish at least one research paper in refereed journal and make two paper presentations in Conferences / Seminars before the submission of the thesis and produce evidence for the same in the form of presentation certificates and / or reprints.
a) The candidates are required to submit the thesis both in soft copy and 5 (five) hard copies after paying the requisite fee.
b) The thesis shall be in English and it shall be the result of candidate’s own work keeping in mind the standard of literary presentation.
c) The thesis should not include any other work done by the candidate for any other degree successfully completed at the present University or elsewhere.
d) The candidate should obtain a certificate from the Supervisor and the thesis should contain the same.
e) The thesis submitted by the candidate will be sent to three external examiners selected by the Vice-Chancellor, from out of a panel of external examiners submitted by the P.G. Council.
f) The examiners shall send detailed evaluation reports which shall include:
i) A detailed report in the proforma sent by the University;
ii) A definite recommendation as to whether the thesis be accepted in the present form or with minor revision or major revision or to be rejected.
g) If the reports of the Examiners are satisfactory, A public viva voce of the Research candidate shall be conducted.
h) If the three examiners recommend unanimously the award of the Ph.D. Degree, and the candidate is certified to have defended his research in the public viva-voce, the award of the Degree is recommended to the Academic council.
i) In case of one of the external examiners not recommending the award of the Degree, the candidate shall be provided through the Supervisor copy of the suggestions / comments made by the examiners. The candidate is required to resubmit the thesis after incorporating the suggestions / comments and submit the modified thesis within three months along with the prescribed fee. Only one such resubmission shall be permitted.
j) The public viva-voce of the research scholar to defend the thesis shall be conducted only if the evaluation report of the external examiners are satisfactory and include a specific recommendation for conducting the viva-voce examination.
k) The entire process of evaluation of Ph.D. thesis shall be within a period of six months from the date of submission of the thesis.
l) Following the successful completion of the evaluation process and before the announcement of the award of the Degree, an electronic copy of the thesis shall be submitted to the INFLIBNET for hosting the same.
Award of Degree
The Degree shall be awarded after completion of all the above process at the time of Annual Convocation. However, the candidate is entitled to take a Provisional Certificate after the results are declared.
Guidelines for Submission of Thesis
a) The length of the thesis should not be less than 200 printed pages (not including footnotes);
b) The thesis to be printed on single side;
c) The thesis should be written in English;
d) The font shall be `Arial’ (12 font size to the body of the text and 10 font to be used for tables, figure, appendices, etc.;)
e) To begin each chapter on a new page;
f) A margin of at least 4 cm to the left, top, bottom and right side may be stick to 2.5 cm;
g) The thesis should be free from grammatical and punctuation errors;
h) Certificate, Declaration, etc. – Formats duly filled in have to be enclosed.
